A low cost power allocation is now available to the Tuscarora Nation until 2057 under the terms of the 2007 Relicensing Settlement Agreement with the New York Power Authority. The Nation is offering eligible citizens the opportunity to purchase their electricity at a discounted rate as one benefit of this allocation.

The Nation has contracted with an Electric Service Company (ESCo) called ECNY to manage the allocation on behalf of the Nation. To receive the discounted electric rate, the Tuscarora electric service account must be enrolled with ECNY. This means that ECNY will become your electricity supplier. Delivery of the electricity (and the billing) will continue to be handled by National Grid in accordance with the 2001 Electric Service Agreement between National Grid and the Nation.

Eligibility for account enrollment will be determined solely by the Council of Chiefs in consultation with the Clan Mothers. Application approval is also contingent upon an inspection of the Service Address.

The Nation's initial priority will be to make this benefit available to enrolled Tuscarora who are currently taking electric service in compliance with Nation law and with the 2001 Electric Service Agreement. Further guidelines for distribution of the benefits of the allocation will be developed as needed to meet the Nation's long-term energy needs and policy goals.

To receive this benefit please include in one packet, all of the following:

1. A complete 2007 Tuscarora Low Cost Power Account Enrollment Application;
2. Part I of the Certificate of Individual Indian Exemption (NYS DTF-801);
3. A copy of the most recent service bill for the account you wish to enroll.

Application packets are also available at the TEP office.

The Tuscarora Nation Chiefs in Council and the Tuscarora Clan Mothers are pleased to announce that an agreement has been reached with Niagara Mohawk Power Corporation (currently the provider is National Grid) that will enable Nation citizens and residents to receive electric service in their homes.

This agreement puts an end to the situation that has existed here at Tuscarora since 1993, where Niagara Mohawk has refused to provide new or upgraded electric hookups to anyone on the Nation territory. We appreciate everone's patience as we worked steadfastly to secure Niagara Mohawk's asknowledgement of our Nation's sovereignty and the Nation's exclusive right to control all matters occuring on our territory. This is an important victory for our Nation and our future.

Under the new agreement, which is now in effect, National Grid will comply with all requests for hook ups or upgrades which follow the procedure explained  below.

Procedure to be followed:
  • All applications for new or upgraded electric service must originate from an enrolled Tuscarora member.
  • Each residence for which electric service is requested must be properly and safely wired and inspected.
  • All buildings and structures that have been illegally hooked into a neighbor's or other existing service must now appply for a seperate service hook up.
  • Each applicant should obtain the following forms:

              1. An application for electric service

              2. A sales tax exemption form
              3. A National Grid information sheet

Each completed application will then be reviewed for approval by the Nation and forwarded to National Grid of approved. The new customer will then be contacted by National Grid to arrange the hook up. National Grid will not accept individual applications that have not been approved by the Nation.

Please Take Notice
Any interference with the provision of electric service pursuant to the agreement with National Grid will result in prosecution to the fullest extent of applicable law.

Tuscarora Residential Well and Septic System Application

If you are eligible for this service, you can only fill out the application by appointment only. Please contact the TEP office to set up a convenient time and date.

This application is not available for download.

The residential well and septic system installations are funded through a program with U.S. Indian Health Service (IHS). This program is available for approved and eligible homes on the Nation territory. If you would like more information about criteria for the program, please contact Rene Rickard at the TEP Office.

Below is an abridged process showing the steps taken to obtain a septic system and well for a Tuscarora home:

1) Fill out an application through the TEP Office (all applications are ranked per need);

2) After your application is approved by Council you will receive a phone call from TEP about doing a test pit. A septic system cannot & will not be installed without a test pit. A test pit is used to develop a better understanding of the soil and bedrock;

3) While this is happening, a topographic survey of the site is concluded by the local IHS office;

4) IHS will take the information back to the office and design the system per individual household, which usually takes a few months depending on the work load;

5) IHS and a TEP representative will try to personally visit each applicant approved for the current round and discuss the septic design. If the applicant has any concerns or questions the IHS design team will work with them to come to a mutual agreement;

6) Once the designs are completed the project is put out to bid and after the contractors are selected, installation begins.

If you fill out an application and showed proof of land deed ownership, please be patient. This is a reminder that TEP only manages the application: we do not approve, design or contract the bids.
